Obama's peppering of his speech with the word and theme 'justice' indirectly and effectively encourages and empowers protestors in Iran from afar. For them, this has always been about justice, Obama recognized that.
It is also a clever way to combat Khamenei and Ahmadinejad, as justice is one of the most important, if not the most important, value in Islam.
